My fiance is trying to obtain a passport, but they say he owes back child support, which is does not. What should we do?

Normally, the state keeps the records of child support payments. He can also go to the court that had the jurisdiction that governed the decision to award child support payments. Either way they have to tell the State Department so that he can get a passport.
